Modificare Formular Aplicatie Fonduri de Coeziune

Ieri a fost comunicat oficial tuturor echipelor de consultanti informatia privind anumite modificari ale formularului de aplicatie pentru fonduri de coeziune. Stiam ca aparuse acest Regulament al Comisiei Europene de ceva vreme dar nu stiam exact de cand va incepe sa fie aplicat si la noi. Mai jos este mesajul in Engleza pe care l-am primit. Textul noului formulat de aplicatie poate fi gasist pe site-ul Comisiei Europene.
"Please find attached the COMMISSION REGULATION (EC) No 846/2009 of 1 September 2009 amending Regulation (EC) No 1828/2006.
This new regulation has already entered in force this month and enclose the new format of Application Form for infrastructure investment projects: see Annex XXI (pag. 33-47).
Please disseminate this instruction to your experts in charge with preparation of the AF, CBA and the person who check these documents before being submitted to the MA. As well, the IBs (OI) should disseminate this instruction to all the colleagues within the Programming Unit.
Please pay attention to use this new format for all the Financing Applications to be submitted to the Managing Authority, including for the projects in an advanced stage of preparation (water: Dambovita, Arad, Bistrita, Vrancea, Braila, Iasi, Alba, Bihor; waste: Neamt, Dolj, Sibiu, Arad, Mures, DH, Iasi, Bacau, Timisoara).
I summarize bellow, for your consideration, the main amendments of the previous version:
* front page reference to Article 55.6 removed
* B.2. reference to the EC Regulation specified (1828/2006)
* B.2.4.1. reference to NACE code updated
* B.2.5. reference to NUTS code specified and updated
* previous B.3.3. removed (question of Commission OP Decision no and date)
* B.4.2. b) " core indicators" should be given, in addition to the key output indicators
* previous B.4.2.e) removed (question of cross-border measures)
* D.1. previously the dates were requested for each phase only "where relevant"; in the new version this sentence is removed, indicating that the dates of all project phases should be given
* E.1.2. has new format. Point 3: Total investment cost in euro, not discounted, shall be without contingencies. Funding gap calculation (new headline between 8 and 9) is defined and provisions of its non-applicability added (in case operating costs are higher than revenues). Point 10: The text "Eligible costs" is removed, however the contents of that row are unchanged.
The figures should be without VAT "where VAT is recoverable" (new definition).
* E 1.2 CBA financial analysis table has 3 new footnotes: (1) requirement to specify if the discount rate is real or nominal and ensure consistency in the financial analysis; (2) statement that investment costs should exclude contingencies; and (3) statement that the Funding Gap part of the table does not apply for projects subject to the rules on State aids in the meaning of Article 87 of the EC Treaty pursuant to Article 55.6; and if operating costs are higher than revenues which would render the project non-revenue generating per Article 55.
* E.1.4. new reference to "Community legislation"
* F.3.2. specified reference to an OJ page in the footnote
* F.3.3. same as above
* F.4.1 same as above
* F.7. reference to certain Community policy and legislation documents added (previously just general reference without specification)
* H.1. point 12: Total cost shall include VAT even if VAT is not
eligible (new definition)
* H.2.3. new question "Expenditure already certified"
